Cops Nab Serial Kitty-Litter Litterer

A 63-year-old man has been arrested for tossing "hundreds upon hundreds of grocery bags full of dirty cat litter" along the streets of various towns in northeast Pennsylvania.
According to police, Donald J. Klens would use his own cat litter and take that of neighbors, tossing it out his car window over a two-year period while watching for police. He faces a possible $150,000 fine.
Police nabbed him after a two-month all-out effort in which officers in full camouflage hid in the woods and staked out spots in unmarked cars. They said Klens offered no explanation for his actions.
